The Maritime Administration (MARAD) has taken several steps to streamline and simplify the Federal Ship Financing Program under Chapter 537 of Title 46 of the U.S. Code (commonly referred to as Title XI). The Title XI program provides for a full faith and credit guarantee by the United States government to promote the growth and modernization of the U.S. merchant marine and U.S. shipyards. The Title XI Program supports U.S. shipowners obtaining new vessels from, or reconstructing and reconditioning vessels in, U.S. shipyards. It also aids U.S. shipyards in modernizing their facilities, including floating drydocks, barges or vessels used for vessel construction, reconstruction or repair.
We have known it all along; the bigger the bunker fuel consumption of the ship, the more likely it is that shipowners will choose an SOx scrubber as the tool to comply with the IMO 2020 sulfur cap.Whiles only three Handysize bulkers in total have been delivered from the newbuilding yards with a scrubber fitted in 2020, one in three Handymax bulkers were delivered with scrubbers installed. Most scrubber-fitted bulkers were delivered in the Panamax sub-sector, that saw 81 units out of 150, equal to a share of 54%, confirming the clear-cut tendency among the newbuilt deliveries that we have seen during the first 11 months of 2020.

Since the beginning of 2020, Maersk Tankers’ managed fleet has grown to more than 220 ships, a rise of above 20%.“We are pleased about the trust shown in us by Xihe and its lenders,” says Claus Gronborg, Chief Investment Officer at Maersk Tankers.
Pacific Carriers Limited (PCL), a Singapore-based company that owns subsidiaries engaged in international shipping, was sentenced today in federal court before U.S. District Court Judge Louise Flanagan in New Bern, N.C., after pleading guilty to violations of the Act to Prevent Pollution from Ships, obstruction of justice, and for a failure to notify the U.S. Coast Guard of a hazardous condition on the cargo vessel Pac Antares.PCL pleaded guilty to a total of eight felony offenses across three judicial districts – the Eastern District of North Carolina, the Southern District of Texas, and the Eastern District of Louisiana.
